General Notes: Husband - William Owen Denny Clark
William Owen Denny CLARK, b 1 Mar 1769, was the first white child born on Campobello Island. He married Annie HERSEY of Hingham stock, so prominent in Washington County history, in 1802, and they lived in Pembroke until four children were born and then, about 1810, moved to Charlotte, Maine where they had seven more children. They cleared a home in the virgin forest at Archer's Corner. One of their daughters, Annie, married Samuel Lewis about 1818. Lewis, who moved to the Plantation from western Maine, taught school and became the first town clerk. After marrying Annie Clark, he lived at her parents' home. He and his two children, who lived to grow to middle age, died of consumption. Annie later married William J. Smith, son of Hosea Smith Sr. and Abigail Hersey, on Smith's Ridge. Smith came to Charlotte at age 3 from Dennysville. He was a farmer and later became a preacher in the Christian Church ["Story of a Down East Plantation (Charlotte, Maine)," by Lewis B. Fisher, 1914].

William Peckham, son of John and Mary (Clarke) Peckham, w a s born in Ne wp ort, R. I., about 1647. In 1684 he serve d a s juryman. In 1696-97- 98 he h eld the office of deputy t o th e General Assembly of Rhode Islan d. On Ju ly 13, 1702 , he wa s granted a share of eighteen acres in a divi si on o f propri etors' lands. On November 15, 1711, William Peckha m w as o rd ained pastor of the First Baptist Church of Newpo rt by Samu el Lu the r, of Swansea, minister, and Samuel Bull ock, of Swa nsea, deaco n. He is s upposed to have been the f irst Baptis t minister ordained on t his contine nt.
William Peckham married (first) Elizabeth Clarke, daught e r of Joseph C la rke. He married (second) Phebe Weeden, wh o w as born in 1660, a nd di ed in Middletown, R. I., in 1745 , da ughter of William Weeden. He d ied Ju ne 2, 1734, and hi s wil l was proved July 3, following.
William Peckham was born about 1647 in Newport, Newpor t, R I . He di ed on 2 Jun 1734 in Newport, Newport, RI. Accordi n g to t he History of Rh ode Island published by the Americ a n Historical Socie ty in 1920, he serv ed as juryman in 168 4 ; in 1696-98 he held offi ce of deputy to the Gener al Asse mb ly of Rhode Island; on July 13, 170 2, he was granted a s h ar e of 18 acres in a division of
proprietors' land;
He was ordained pastor of the First Baptist Church of Newp o rt. He is s up posed to have been the first Baptist minist e r ordained on this contin en t. He was married to Elizabet h C larke.

1696, '98. Deputy. In a little memorandum book, he write s : "This is my
book, it cost two shillings, I pray you look. Sept.
the ninth 1698."
1702, 7, 17. He was granted a share of 18 acres in divisi o n of
Proprietors lands, "near adjoining his land as runs on mea d ows
and Sachuest Beach," etc.
1708, 3, 3. He and his brother Thomas, etc., on behalf o f t he church,
deeded to John Vaughn for 18, "a house at Green End,
which was their meeting house."
1711, 11, 15. Ordained pastor of the First Baptist Churc h , Newport, by
Samuel Luther, Pastor of a church at Swanzey, and
Deacon Samuel Bullock, also of Swanzey.
1712, 3, 21. He and Captain Thomas Gray (of Little Compton)
administrators on estate of James Peckham of R. I. showed
inventory of 644, 9s. 6d. (Little Compton estate of deceas e d.)
1718. Daniel White was chosen to assist Mr. Peckham, but c o ntinued only
a short time.
1726, 4, 24. He and others signed a letter which was sen t R ev. Joseph
Crandall's church (Seventh Day Baptists), regarding some
doctrinal differences.
1726, 5, 19. John Comer was ordained as assistant. In th e m anuscript
diary of latter, he says, "I was solemnly ordained by
fasting and prayer and imposition of the hands of the Elde r s of the
Church, viz., Mr. Wm. Peckham, Pastor, Mr. Sam'l Maxwell,
Deacon. Mr. Wm. Peckham gave me the charge in these expre s s words. A
coppie--Forasmuch as you have complied
with ye call of ye church to the work of the ministry in t h is place.
I charge thee therefore before God and the Lord Jesns Christ
who shall judge the quick and the dead at his appearing a n d Kingdom.
Preach the word, be instant in season, reprove, rebuke,
exhort with all long suffering and doctrine. Watch tho u i n all
things, endure affliction. Do the work of an Evangelist. M a ke full
proof of thy ministry. Take heed to thyself and all thy fl o ck over
which the Holy Ghost hath made thee overseer. Give attenda n ce
to reading, to meditation, to doctrine. Study to approve t h yself to
God a workman, y't needeth not be ashamed, rightly
dividing the word of truth. Flee youthful lasts, follow
righteousness, faith, charity, with all those who call o n y e Lord out of
a
pure heart. Administer also the ordinances of the New Test n ment,
Baptism, and the Supper of ye Lord as commanded in ye
holy Scriptures, feed the flock not by Constraint, but wil l ingly, not
for filthy lucre, but of a ready mind. These things I give
thee in charge in the sight of God who quickeneth all thin g s and
before Jesus Christ who before Pontius Pilate witnesse d a g ood
confession--that thon keep this commandment without spot,
unrebukable, until ye appearing of our Lord Jesas Christ , a nd when
the Chief Shepherd shall appear, you shall receive a cro w n of glory
which fadeth not away. And in testimony of your reception
to an equal part in ye work of ye sacred ministry I give y o u my right
hand.' " Mr. Comer tells us, that when he was called to
the church the number of members was 18, of whom 10 were m e n and 8
women. He says he received for salary, to December
of this year, 85, 14s. 6d.
1730, 3, 3. "This day (says Comer) I went to visit Elder P e ckcom, who
discoursed to my satisfaction about ye trouble and ye
things of God." Mr. Peckham was now old and evidently feeb l e.
1731, 10, 13. John Callender was ordained as colleague wi t h Mr.
Peckham, in place of John Comer. Mr. Callender remained as
Pastor after the death of Wm. Peckham, printing, in 173 9 , a discourse
on the civil and religious history of Rhode Island, from
1838 to 1738, well known as the "Century Sermon."
1734, 7, 3. Will, proved. To son William certain land. T o s on Samuel,
my now dwelling house and land in Newport, bounded
east by John Green's land, south by the highway, etc. He m e ntions
daughters Mary Thomas, Phebe Tripp, and Deborah Clarke.
His wife Phebe was to be supported by his sons William a n d Samuel.
1734, 9, 24. Will, proved 1745. Phebe Peckham, widow. Exs . , three
daughters, Mary Barker, Phebe Weeden, Deborah Clarke.
Witnesses, Edward Cornell, Nicholas Little, Wm. Weeden. In v entory,
165, 16s. To granddaughter Phebe, daughter of my
son Samuel, 1 silver spoon. To graddaughter Phebe Barker , l ittle
brass kettle and 1 silver spoon. To granddaughter Deborah
Barker, 1 silver spoon. To three daughters, viz.: Mary Bar k er, Phebe
Weeden, and Deborah Clarke, all the rest of estate;
1/2 to Deborah, and other 1/2 to Mary and Phebe equally . A s she did
not mention William Peckham,3 or any of his children, it
is probable he was a son of Wm. Peekham2 by first wife. Pe r haps the
daughter Mary Barker was wife of that James Barker
who traditionally is given Mary Cook for his wife. He ha d d aughters
Phebe, Deborah, etc.

DR. JOHN4 CLARKE (Thomas3, John2, John1). He was baptiz e d 8 Octob er 16 09 in Westhorpe, Suffolk, England. He die d 2 0 April 1676 in Newpor t, New port, Rhode Island. Residen ce : Newport, Rhode Island, and Londo n, Englan d.
Dr. John Clarke emigrated to Boston, and on 20 November 16 3 7, was disa rm ed with the followers of Anne Hutchinson. H e w as banished to Exete r, N ew Hampshire, that winter, bu t retu rned to Boston and joined with t he Co ddington Part y in Marc h 1638, and on 7 March 1638 was one of eigh te en s igners res olving to found a new colony. By 13 May 1638, th ey h ad fo un ded the town of Pocasset (Portsmouth) on the is land of Acqu idn ec k. On 2 January 1638/9, he helped surve y and map the i sland. He was a mo ng those who proposed to f ound the town o f Newport on 28 April 163 9, wi th eight othe r members of a f action who disagreed with the gover ni ng o f Portsmouth. O n 5 June 1639, with others, he was appointe d to p rop ortio n the land at Newport. In November 1639, an d again on 19 Se pte mb er 1642, was asked along with other s to inquire abou t obtaining a r oy al charter for the islan d. On 10 March 164 0, Mr. John Clark's la nd (1 48 acres) wa s recorded at Newpor t and, sometime between Mar ch 16 43 an d 15 March 1644, he ha d his lands re-recorded, by whi ch ti me he po ssessed 158 acr es, 15 acres of which had been gran t ed to him by the to wn f or his great travails upon the isl and upon the t own's behal f. Mr. J ohn Clark appears at a Ge neral Court of Electi on a s a freeman on 16 Mar ch 1641. Som e of his lands lay near la n ds of his brothers Joseph and T h omas, as evidenced in an a ccount of hig h-ways laid out b y Nicholas Easto n, John Clark e, and William Dyer dat ed 1 5 February 1654.
He became pastor of the First Baptist Church at Newpor t i n 164 4. He w as a member of the General Court of Trial s in 1 648. He was an as sista nt in 1649 and 1650, and was g enera l treasurer of the colony fr om 16 49 to 1651. By dee d date d 27 February 1650/1, John Clarke of Newpo rt so ld la nd at N ewport to Richard Tew. In July 1651, he was impri so n ed at B oston for preaching, but was released shortly afte r.

He maintain ed himself in Engla nd on his ow n funds, with gran ts of land from Portsmo uth . He presente d two addresses to the Cro wn on behalf of th e Colo ny in 166 2, in an attempt to thwart the desig ns of C onnecticut. O n 9 Ju ly 1663, Charles II affixed the royal s e al to a new a nd liberal chart er for the Colony of Rhode I sland and Pro vi dence Plantations design ed by John Clarke . While in England , his bro ther Thomas Clarke and Will ia m Vaughan were his ag ents in Newport, as w as attested to b y Vaugh an on 4 Octobe r 1671. On 24 November 1664, the C olo ny voted to pay h is ex penses in procuring the Charter, an d he retur ned in June 16 64.

He le f t a wil l, dated 20 April 1676, and proved 17 May 1676, i n w h ich he mentions h is wives, Elizabeth and Jane, alread y dec eased, wife S arah, brother Jose ph Clarke, cousin ---- -- ffi sk, wife of Samuel [sic:p robably John] ffis k, cousi n Mary S aunders, cousin John Clarke (son of b rother Josep h by h is f irst wife), brother Carew Clarke, and many oth er s. He was b uri ed in the orchard near his dwelling and hi s chur ch in Ne wport.

Dr. John Clarke emigrated to Boston, and on 20 November 16 3 7, was disa rm ed with the followers of Anne Hutchinson. H e w as banished to Exete r, N ew Hampshire, that winter, bu t retu rned to Boston and joined with t he Co ddington Part y in Marc h 1638, and on 7 March 1638 was one of eigh te en s igners res olving to found a new colony. By 13 May 1638, th ey h ad fo un ded the town of Pocasset (Portsmouth) on the is land of Acqu idn ec k. On 2 January 1638/9, he helped surve y and map the i sland. He was a mo ng those who proposed to f ound the town o f Newport on 28 April 163 9, wi th eight othe r members of a f action who disagreed with the gover ni ng o f Portsmouth. O n 5 June 1639, with others, he was appointe d to p rop ortio n the land at Newport. In November 1639, an d again on 19 Se pte mb er 1642, was asked along with other s to inquire abou t obtaining a r oy al charter for the islan d. On 10 March 164 0, Mr. John Clark's la nd (1 48 acres) wa s recorded at Newpor t and, sometime between Mar ch 16 43 an d 15 March 1644, he ha d his lands re-recorded, by whi ch ti me he po ssessed 158 acr es, 15 acres of which had been gran t ed to him by the to wn f or his great travails upon the isl and upon the t own's behal f. Mr. J ohn Clark appears at a Ge neral Court of Electi on a s a freeman on 16 Mar ch 1641. Som e of his lands lay near la n ds of his brothers Joseph and T h omas, as evidenced in an a ccount of hig h-ways laid out b y Nicholas Easto n, John Clark e, and William Dyer dat ed 1 5 February 1654.
He became pastor of the First Baptist Church at Newpor t i n 164 4. He w as a member of the General Court of Trial s in 1 648. He was an as sista nt in 1649 and 1650, and was g enera l treasurer of the colony fr om 16 49 to 1651. Joseph Clarke evidently came to Boston with his older brot h ers, Thom as a nd John, but he is not mentioned in any reco rd s of that town. He m ay ha ve come in the capacity of a se rva nt to his brother John, as was l ater n oted in a recordi ng o f his lands in Newport, Rhode Island. His br othe r, Dr . Joh n Clarke, was disarmed with others as associates of A n ne Hu t chinson at Boston on 20 November 1637. John and Tho mas lef t t he Massachu setts Bay Colony with the Coddingto n party an d were signe rs of the Aquid neck agreement on 7 M arch 1638 . Joseph Clarke first appe ars on the reco rd whe n he was adm itted an inhabitant of the Island of A quidnec k (at Po rtsmou th) on 24 January 1638/9, and again on 21 Fe brua ry 1638/9 . Howeve r, he soon left Portsmouth for Newpor t, newly fou nd ed by his brother, Jo hn Clarke, and others d issatisfied wit h the gov ernment of Portsmout h. He was admi tted an inhabita nt and made a freem an of Newport at a Ge ne ral Quarter Cour t held there on 17 December 163 9. He was p resent in t he Gen eral Court of Election held at Newpo rt o n 12 March 1640, an d w as listed on the court roll of fre em en on 16 March 1641 . He served on t he grand jury at a Quar ter Sessio ns Court a t Portsmouth on 1 December 16 41. He i s said to have be en on e of the original members of the Fir st Ba ptist Church of Ne wpo rt in 1644, and was certainl y a member in full comm unio n in 1648.
Sometime between March 1643 and 15 March 1644, Joseph Cla r k of Nupo rt h ad his lands in Newport, consisting of fift y a cres, recorded. His l an ds lay in several parcels, one o f th irty acres "lying beyond the mi ll bo unded on the Nort h by t he hie way to Sachuis on the East by Sto ny Riv er o n the Sou th by Robert Fields land," another parcel of 2. 5 ac res be tw een Mr. John Clark's farm and Thomas Clark's c ow pasture , a ho me l ot of 3.5 acres lying next to Mr. [Joh n] Clark' s swamp at the lot 's en d, a "cowes hay" or pastur e at the s outhwest corner of the harbo r, anoth er "cowes ha y" on the e ast side of Stony River, and one ac re of upl an d bounded b y "the Creeke & Thomas Clarks marsh, a way fo r t he bring in g forth of hay & bringing thruw cattle to Joh n Peckams ma rs h & Thom as Clarks marsh excepted." These lan ds, amounting t o 40 acre s, were boug ht by Joseph Clark fo r an unknown su m as evidenced by the t reasurer's re ceipt p roduced by him a t the recording of the land. (An or der iss u ed by the town o n 5 June 1639, divided all meadow lands w ith in Newpo rt a t a rate of 20 "Cowes meat" to 300 acres o f upland, so Jo se ph c an be expected to have given at leas t two or three cow s for h is land.) H owever, Joseph Clark e had an additional

On 25 December 1644, Joseph Clarke deeded five acres JOSEPH CLARKE of Ne wp ort and Westerly, Rhode Island, was born in Newport, 11th February, 1 64 2; d. in Westerly, 11th January, 1727. He was a large land owner in Wes ter ly; was Town Clerk for thirty years ending 1700, was arrested and fin ed £ 10 by Connecticut Colony, but was reimbursed by Rhode Island Gener al Assem bly; Deputy to General Assembly 1698, 1700, 1702, 1704, 1706, 170 8; memb er Seventh Day Baptist Church 1676, and very prominent in its affa ir s; m. (firstly) Bethiah HUBBARD, b. 19th December, 1646, d. 1707 ( or 3d Ma rch, 1717); m. (second) Hannah (WEEDEN) PECKHAM.of meadow lyi ng on the sou twest side of the harbor in Newport to Robert Stanton of New port. His la nd is also mentioned in the record of highways laid out by Wi lliam Dyre, N icholas Easton, and Mr. John Clarke dated 15 February 165 4. O ne h ighw ay was laid out "from the Mill to Joseph Clarkes.. .towa r ds the great Com ons, and by the side of mr John Clarkes Joseph and Thom as Clarkes lan ds &c being on the east side the reof went the hie way... to mr Eastons Far me...downe to Stony River...and soe came into the Como ns at the Rocks.. ." On March 10, 1656/7, Joseph Clarke was granted a 1/ 5 4th share of the p urchase of Conanicut (later, Jamestown ) and Dutch Isla nds, and he also si gned on behalf of his brother, it being ordered "th at Joseph Clarke sha ll subscribe hereto in the behalf of his Brother M r. John Clarke in Englan d. " Joseph Clarke, of Newport, was also appoint ed to the perpetual counc il that would govern the affairs of Conanic ut at the time of the purchase.
In 16 May 1648, he was made a member of the General Court of Trials to r ep resent the town of Newport, and served on both the grand and petit ju ri es at Warwick on 30 June 1657. H is name appears on a list of the fre em an of the Colony, of Newport, in 1655. From 1655 on, he is refe rr ed to in the records of the Colony as "Mr. Joseph Clarke,"and was a com mis sioner for Newport at the Court of Commissioners held at Portsm ou th on 28 June 1655, at Newport on 19 May 1657, at Portsmouth aga in on 10 M arch 1657/8, at Providence on 17 May 1659, and once more at Por tsmou th on 23 August 1659 . He was made an Assistant (which appears to ha ve be en the same as commissioner) for Newport at the General Court of Ele cti on held at Warwick on 18 May 1658, and served in this capacity at a Ge ner al Court of Trials held at Newport in June 1658, at a meeting of the G ener al Counsel held at Warwick on 14 October 1658, at another General C ou rt of Trials held at Warwick on 16 October 1658, at the General Cou rt of E lection held at Providence on 17 May 1659 , at a General Cou rt of Trials h eld at Newport on 3 Marc h 1659/60, and at a meeting of t he Governor, Depu ty Governor, and Assist ants held at Newport on 25 Novem ber 1663. On 4 Ju ly 1657, at a General Court held at Warwick, Mr. Jose ph Clarke and three o thers were authorized to write a letter to Mr. Jo hn Clarke in England to r equest further judgment of the authorities in En gland in the charges of tr eason brought against William Harris by Roger W illiams. He was also chos en to form a committee with five others at a Gen eral Court of Commissione rs held at Portsmouth on 23 August 1659, to wri te a letter of thanks to M r. John Clarke, to review letters sent to the c olony regarding disputes wi th the "United Colonies , Massachusetts, or Pl ymouth," and to instruct M r. Clarke to take such matters before Parliame nt accordingly. The ta sk of opening letters and informing Mr. Clark e, as well as providing Clar ke with a commission from the Colony, was rea uthorized to Mr. Joseph Clar ke , allowing he was not an Assistant at t he time, and the others at a Gen eral Assembly held at Warwick on 18 Octob er 1660.
On 1 November 1661, Tobias Saunders, Robert Burdick, and Joseph Clar ke we re arrested for taking possession of lands of Southertown, in the Pe quot C ountry, under a warrant issued by the commissioners of the Gener al Cou rt of Massachusetts dated 25 October 1661 to the constable of South ertow n, Walter Palmer. However, Clarke "upon extraordinary occasion wa s, by t he Commissioners [of Southertown] and constable, set at liberty ." Southert own was the name given by Connecticut to the area called Misqu amicutt (lat er Westerly ) by the Rhode Islanders who were settling ther e. Saunders a nd Burdick were taken to Boston, where from testimony they g ave on 14 Nove mber 1661, it is learned that the Court of Rhode Island h ad allowed th em to purchase lands of the Indians there , and Burdick h ad "built a sma ll house there, upon the lot that layed out to him." "Jose ph Clark of Roa de Island, who was also apprehended in the company of t he two former perso ns , being all three in company, was released by the C onstable upon a ve ry urgent occasion." Clarke was the only one identifi ed as of "Road Island ," which indicates that he was a resident of the isl and of Roade Isla nd ( Newport or Portsmouth), and was not residing in Wes terly.
Joseph Clarke's name appears as one of the "purchasers and free inhabit an ts of our island, called Rhode-Island, and the rest of the colonie of P rov idence Plantations" in t h e charter granted to Rhode Island by Charl es I I, King of Great Britain, on 8 July 1663, and by order of this cha rt er he was appointed an assistant to the General Assembl y at New po rt on 1 March 1663/4. He served in this position again at meetin gs of t he General Assembly held at Newport on 4 Ma y 1664, in October 1 66 4, on 23 February 1664/5, and 3 May 1 665. He was not re-elected to th at p osition at the last meeting.
He appears to have had a son, whose name is not known, who was kill ed in 1 662 in unknown circumstances. At a General Court of Trials he ld at Newpo rt on 8 March 1663/4,
Upon accation of some debate in this Court Concearning the Death of a y ou ng neger sarvant to Mr. Benidict Arnold now govenor in the yeare 16 61 s oe Called and alsoe Concearning the Death of a son of Mr Joseph Clar ke n ow assistant in the yeare 1662 the Court declares themselves fully sa tisfi ed in the proceedings taken by the towne of Newport and the office rs ther of to the Enquiers after the Death of the parsones aforesd and th at the pr oceeding aforesayd wear e full y availeable sufficiente and unqu estonab le as to th e Clearing of all parsones from all maner of guilt Rel ati ng to th e Death of the parsones aforesd.
He appears to have lived in Newport for the rest of his life. Some histo ri es say he removed to Westerly, but a detailed study of the Rhode Isla nd Co lony Records shows that it was his son, Joseph, who was made a fre em an of Westerly in 1668, and appears there in 1669, 1671, and 1679. Jo se ph Clarke was appointed on 13 or 14 May 1667, to a committee by t he to wn of Newport to collect 155 pounds for the defense of that town a nd outfi tting the prison. He took leave of grand jury duty in 166 9: at a Cou rt of Trials held a t Newport , 10 May 1669, Mr. Joseph Clark e, who had be en selected by the town of Newport to serve on the grand ju ry , had not ap peared for his term, but considering "how much hee hath be en Imployed form erly and that in this Court his son Joseph w as prevayl ed with to Saply t he place of a grand Jury man. The Court doe Remitt t he aforesd Mr Joseph C larkes fine for not appearing." Mr. Joseph Clarke w as a Deputy for Newpo rt at meetings of the General Assembly held at Newpo rt on 6 May 1668, 28 O ctober 1668, 27 October 1669, 13 October 1670, 26 O ctober 1670, 25 Septemb er 1671 , 5 March 1671/2 , and 2 April 1672.
He was very active in the efforts of Rhode Island to thwart the des ig ns of Massachusetts and Connecticut to take the lands of the Narragan se tt region. On 20 Mar 1664/5, Joseph Clarke was among fourteen men ch os en at Pettasquamscutt to exercise the powers of Justices of the Pea ce or M agistrates for the Naragansett Country, or the King's Provin ce , by ord er of the King's Commissioners. On 2 May 1677, Mr . Joseph Cla rke was elec ted and engaged as an Assistant at a General Assembly and Ele ction he ld at Newport and was appointed to a Court of Justices of the P ea ce to be held in the Narragansett (or King's) Province on the 15 th of M ay for the speedy and peaceful settling of the inhabitants of th at regio n. He was an Assistant at the General Court of Trials held at New po rt on 7 May 1677, and shortly th ereafter took th e acknowledgeme nt of Tho mas and Liddia Burge of Newport on a sale of land in Dartmout h, Plymouth C olony, to Thomas Ward of Newport on 27 June 1677, in the cap acity of an As sistant. He was an Assistant at the General Court of Tria ls held at Newpo rt on 24 October 1677, 6 Ma y 1678, 23 October 1678, 17 M ay 1679, and 22 O ctober 1679 , and at General Assemb lies held at Newpo rt on 30 April 16 7 8, 1 May 1678, 25 Marc h 1679, 6 May 1679, 17 Septemb er 16 79 (at Westerly ), an d 4 May 1680. On 9 July 1679, he was a mong fo ur men, includ ing t he Governor and Deputy Governor , who supplied 18 pou nd s, 8 shillin gs in partial payment t o Mr. Arnold of 60 pound s the lat er paid to Cap t. Randal l Howldon and Capt. John Gr eene of Warwick on be half of th e Co lony. On 23 June 1681, t hese four petitioned the Gen er al Assembly for re payment o f the moneys they paid, which w as granted .
A "mr. Clarke" mentioned as holding 17 acres at Stony Riv e r in New po rt on behalf of John Alcock, deceased, for th e so n of the latt er in an i nventory dated 8 August 1677, m ay ha ve been Joseph Clark e, as he held la nd near Stony Riv er (se e above). In 1680, Joseph Clar ke of Newport was t axe d Ð1 13 s 3d. Mr. Joseph Clarke, "my loving friend ," was ma de an ov e rseer of the estate of Rev. Obadiah Holmes in th e wi ll o f the latter, da ted 9 April 1681. On 25 Septembe r 1685, Jos eph Cla rke, of Newport, and h is wife, Margaret , sold a 1/54 th part of Conanic ut Island, consisti ng of 8 9 acres, an d a 1/54th part of Dutch Island (w hich lies t o the we st o f Conanicut, or Jamestown) to Francis Brin le y of Newport fo r Ð10 0. This is the last official record o f Joseph Cl arke . He may have been m entioned with other ear ly church memb er s in a letter from Rev. Samuel Hu bbard t o John Thornton o f Providenc e, dated 19 December 1686.
Joseph Clarke left no will that has been found. In the wi l l of D r. Jo hn Clarke, dated 20 April 1676, Joseph Clark e i s said to have h ad two wi ves, his son John being by th e fir st. The will of Thomas Clark e, dat ed 28 July 1674, me ntion s Margaret, wife of his brother Joseph Cl ark e. An add endu m to the will of Thomas Clarke names the childr en of J os ep h Clarke that were alive on 19 December 1674: Joseph C lar ke , John Cla rke, William Clarke, Susannah (surname stru ck-out ), Mary ( surname struck -out), Joshua Clarke, Sarah C larke , Thomas Clarke, Kary ( Carew) Clark e, and Elizabeth C larke . Joseph Clarke may have had more ch ildren who di ed y oung , before 1674, or were born after 1674, although t he l at te r is unlikely. His death is recorded in the family B ib le he ld by t he descendants of his son, John.

Tobias Saunders of Westerly in his will, dated 9 August 16 8 8, mentio ns h is "cousin Joseph Clarke," probably the so n o f Joseph Clarke. Jose ph Cla rke Jr. was a neighbor and a ssoc iate of Tobias, who bade Clarke a nd Jo hn Maxson Sr. as sis t his widow as administratrix. As "cousin" w as oft en us ed t o denote a nephew, this would mean that Joseph Clark e' s f ir st wife was sister to Tobias Saunders. However, Josep h Cl ar ke Jr. w as also a true cousin to Mary (Peckham) Saun ders, T obias's w ife and daug hter of John and Mary (Clarke ) Peckham , and Saunders may ha ve been refer ring to him i n that sense.

Joseph Clarke evidently came to Boston with his older brot h ers, Thom as a nd John, but he is not mentioned in any reco rd s of that town. He m ay ha ve come in the capacity of a se rva nt to his brother John, as was l ater n oted in a recordi ng o f his lands in Newport, Rhode Island. His br othe r, Dr . Joh n Clarke, was disarmed with others as associates of A n ne Hu t chinson at Boston on 20 November 1637. John and Tho mas lef t t he Massachu setts Bay Colony with the Coddingto n party an d were signe rs of the Aquid neck agreement on 7 M arch 1638 . Joseph Clarke first appe ars on the reco rd whe n he was adm itted an inhabitant of the Island of A quidnec k (at Po rtsmou th) on 24 January 1638/9, and again on 21 Fe brua ry 1638/9 . Howeve r, he soon left Portsmouth for Newpor t, newly fou nd ed by his brother, Jo hn Clarke, and others d issatisfied wit h the gov ernment of Portsmout h. He was admi tted an inhabita nt and made a freem an of Newport at a Ge ne ral Quarter Cour t held there on 17 December 163 9. He was p resent in t he Gen eral Court of Election held at Newpo rt o n 12 March 1640, an d w as listed on the court roll of fre em en on 16 March 1641 . He served on t he grand jury at a Quar ter Sessio ns Court a t Portsmouth on 1 December 16 41. He i s said to have be en on e of the original members of the Fir st Ba ptist Church of Ne wpo rt in 1644, and was certainl y a member in full comm unio n in 1648.
Sometime between March 1643 and 15 March 1644, Joseph Cla r k of Nupo rt h ad his lands in Newport, consisting of fift y a cres, recorded. His l an ds lay in several parcels, one o f th irty acres "lying beyond the mi ll bo unded on the Nort h by t he hie way to Sachuis on the East by Sto ny Riv er o n the Sou th by Robert Fields land," another parcel of 2. 5 ac res be tw een Mr. John Clark's farm and Thomas Clark's c ow pasture , a ho me l ot of 3.5 acres lying next to Mr. [Joh n] Clark' s swamp at the lot 's en d, a "cowes hay" or pastur e at the s outhwest corner of the harbo r, anoth er "cowes ha y" on the e ast side of Stony River, and one ac re of upl an d bounded b y "the Creeke & Thomas Clarks marsh, a way fo r t he bring in g forth of hay & bringing thruw cattle to Joh n Peckams ma rs h & Thom as Clarks marsh excepted." These lan ds, amounting t o 40 acre s, were boug ht by Joseph Clark fo r an unknown su m as evidenced by the t reasurer's re ceipt p roduced by him a t the recording of the land. (An or der iss u ed by the town o n 5 June 1639, divided all meadow lands w ith in Newpo rt a t a rate of 20 "Cowes meat" to 300 acres o f upland, so Jo se ph c an be expected to have given at leas t two or three cow s for h is land.) H owever, Joseph Clark e had an additional
ten ac[re]s more granted unto him by vertue of a certain e d onation g iv en by the sd Towne to certaine Servants th e sd J oseph being serv[ an ]t to mr John Clark w[hi]ch Ten n ac[re] s is layd forth in and w[i] th t he first p[ar]cel l of thirti e all w[hi]ch amounting to the No of Fi ft he ac[ re]s more o r less is fully Impropriated to the sd Joseph C la rk h is hei rs or Assignes for ever.
On 25 December 1644, Joseph Clarke deeded five acres JOSEPH CLARKE of Ne wp ort and Westerly, Rhode Island, was born in Newport, 11th February, 1 64 2; d. in Westerly, 11th January, 1727. He was a large land owner in Wes ter ly; was Town Clerk for thirty years ending 1700, was arrested and fin ed £ 10 by Connecticut Colony, but was reimbursed by Rhode Island Gener al Assem bly; Deputy to General Assembly 1698, 1700, 1702, 1704, 1706, 170 8; memb er Seventh Day Baptist Church 1676, and very prominent in its affa ir s; m. (firstly) Bethiah HUBBARD, b. 19th December, 1646, d. 1707 ( or 3d Ma rch, 1717); m. (second) Hannah (WEEDEN) PECKHAM.of meadow lyi ng on the sou twest side of the harbor in Newport to Robert Stanton of New port. His la nd is also mentioned in the record of highways laid out by Wi lliam Dyre, N icholas Easton, and Mr. John Clarke dated 15 February 165 4. O ne h ighw ay was laid out "from the Mill to Joseph Clarkes.. .towa r ds the great Com ons, and by the side of mr John Clarkes Joseph and Thom as Clarkes lan ds &c being on the east side the reof went the hie way... to mr Eastons Far me...downe to Stony River...and soe came into the Como ns at the Rocks.. ." On March 10, 1656/7, Joseph Clarke was granted a 1/ 5 4th share of the p urchase of Conanicut (later, Jamestown ) and Dutch Isla nds, and he also si gned on behalf of his brother, it being ordered "th at Joseph Clarke sha ll subscribe hereto in the behalf of his Brother M r. John Clarke in Englan d. " Joseph Clarke, of Newport, was also appoint ed to the perpetual counc il that would govern the affairs of Conanic ut at the time of the purchase.
In 16 May 1648, he was made a member of the General Court of Trials to r ep resent the town of Newport, and served on both the grand and petit ju ri es at Warwick on 30 June 1657. H is name appears on a list of the fre em an of the Colony, of Newport, in 1655. From 1655 on, he is refe rr ed to in the records of the Colony as "Mr. Joseph Clarke,"and was a com mis sioner for Newport at the Court of Commissioners held at Portsm ou th on 28 June 1655, at Newport on 19 May 1657, at Portsmouth aga in on 10 M arch 1657/8, at Providence on 17 May 1659, and once more at Por tsmou th on 23 August 1659 . He was made an Assistant (which appears to ha ve be en the same as commissioner) for Newport at the General Court of Ele cti on held at Warwick on 18 May 1658, and served in this capacity at a Ge ner al Court of Trials held at Newport in June 1658, at a meeting of the G ener al Counsel held at Warwick on 14 October 1658, at another General C ou rt of Trials held at Warwick on 16 October 1658, at the General Cou rt of E lection held at Providence on 17 May 1659 , at a General Cou rt of Trials h eld at Newport on 3 Marc h 1659/60, and at a meeting of t he Governor, Depu ty Governor, and Assist ants held at Newport on 25 Novem ber 1663. On 4 Ju ly 1657, at a General Court held at Warwick, Mr. Jose ph Clarke and three o thers were authorized to write a letter to Mr. Jo hn Clarke in England to r equest further judgment of the authorities in En gland in the charges of tr eason brought against William Harris by Roger W illiams. He was also chos en to form a committee with five others at a Gen eral Court of Commissione rs held at Portsmouth on 23 August 1659, to wri te a letter of thanks to M r. John Clarke, to review letters sent to the c olony regarding disputes wi th the "United Colonies , Massachusetts, or Pl ymouth," and to instruct M r. Clarke to take such matters before Parliame nt accordingly. The ta sk of opening letters and informing Mr. Clark e, as well as providing Clar ke with a commission from the Colony, was rea uthorized to Mr. Joseph Clar ke , allowing he was not an Assistant at t he time, and the others at a Gen eral Assembly held at Warwick on 18 Octob er 1660.
On 1 November 1661, Tobias Saunders, Robert Burdick, and Joseph Clar ke we re arrested for taking possession of lands of Southertown, in the Pe quot C ountry, under a warrant issued by the commissioners of the Gener al Cou rt of Massachusetts dated 25 October 1661 to the constable of South ertow n, Walter Palmer. However, Clarke "upon extraordinary occasion wa s, by t he Commissioners [of Southertown] and constable, set at liberty ." Southert own was the name given by Connecticut to the area called Misqu amicutt (lat er Westerly ) by the Rhode Islanders who were settling ther e. Saunders a nd Burdick were taken to Boston, where from testimony they g ave on 14 Nove mber 1661, it is learned that the Court of Rhode Island h ad allowed th em to purchase lands of the Indians there , and Burdick h ad "built a sma ll house there, upon the lot that layed out to him." "Jose ph Clark of Roa de Island, who was also apprehended in the company of t he two former perso ns , being all three in company, was released by the C onstable upon a ve ry urgent occasion." Clarke was the only one identifi ed as of "Road Island ," which indicates that he was a resident of the isl and of Roade Isla nd ( Newport or Portsmouth), and was not residing in Wes terly.
Joseph Clarke's name appears as one of the "purchasers and free inhabit an ts of our island, called Rhode-Island, and the rest of the colonie of P rov idence Plantations" in t h e charter granted to Rhode Island by Charl es I I, King of Great Britain, on 8 July 1663, and by order of this cha rt er he was appointed an assistant to the General Assembl y at New po rt on 1 March 1663/4. He served in this position again at meetin gs of t he General Assembly held at Newport on 4 Ma y 1664, in October 1 66 4, on 23 February 1664/5, and 3 May 1 665. He was not re-elected to th at p osition at the last meeting.
He appears to have had a son, whose name is not known, who was kill ed in 1 662 in unknown circumstances. At a General Court of Trials he ld at Newpo rt on 8 March 1663/4,
Upon accation of some debate in this Court Concearning the Death of a y ou ng neger sarvant to Mr. Benidict Arnold now govenor in the yeare 16 61 s oe Called and alsoe Concearning the Death of a son of Mr Joseph Clar ke n ow assistant in the yeare 1662 the Court declares themselves fully sa tisfi ed in the proceedings taken by the towne of Newport and the office rs ther of to the Enquiers after the Death of the parsones aforesd and th at the pr oceeding aforesayd wear e full y availeable sufficiente and unqu estonab le as to th e Clearing of all parsones from all maner of guilt Rel ati ng to th e Death of the parsones aforesd.
He appears to have lived in Newport for the rest of his life. Some histo ri es say he removed to Westerly, but a detailed study of the Rhode Isla nd Co lony Records shows that it was his son, Joseph, who was made a fre em an of Westerly in 1668, and appears there in 1669, 1671, and 1679. Jo se ph Clarke was appointed on 13 or 14 May 1667, to a committee by t he to wn of Newport to collect 155 pounds for the defense of that town a nd outfi tting the prison. He took leave of grand jury duty in 166 9: at a Cou rt of Trials held a t Newport , 10 May 1669, Mr. Joseph Clark e, who had be en selected by the town of Newport to serve on the grand ju ry , had not ap peared for his term, but considering "how much hee hath be en Imployed form erly and that in this Court his son Joseph w as prevayl ed with to Saply t he place of a grand Jury man. The Court doe Remitt t he aforesd Mr Joseph C larkes fine for not appearing." Mr. Joseph Clarke w as a Deputy for Newpo rt at meetings of the General Assembly held at Newpo rt on 6 May 1668, 28 O ctober 1668, 27 October 1669, 13 October 1670, 26 O ctober 1670, 25 Septemb er 1671 , 5 March 1671/2 , and 2 April 1672.
He was very active in the efforts of Rhode Island to thwart the des ig ns of Massachusetts and Connecticut to take the lands of the Narragan se tt region. On 20 Mar 1664/5, Joseph Clarke was among fourteen men ch os en at Pettasquamscutt to exercise the powers of Justices of the Pea ce or M agistrates for the Naragansett Country, or the King's Provin ce , by ord er of the King's Commissioners. On 2 May 1677, Mr . Joseph Cla rke was elec ted and engaged as an Assistant at a General Assembly and Ele ction he ld at Newport and was appointed to a Court of Justices of the P ea ce to be held in the Narragansett (or King's) Province on the 15 th of M ay for the speedy and peaceful settling of the inhabitants of th at regio n. He was an Assistant at the General Court of Trials held at New po rt on 7 May 1677, and shortly th ereafter took th e acknowledgeme nt of Tho mas and Liddia Burge of Newport on a sale of land in Dartmout h, Plymouth C olony, to Thomas Ward of Newport on 27 June 1677, in the cap acity of an As sistant. He was an Assistant at the General Court of Tria ls held at Newpo rt on 24 October 1677, 6 Ma y 1678, 23 October 1678, 17 M ay 1679, and 22 O ctober 1679 , and at General Assemb lies held at Newpo rt on 30 April 16 7 8, 1 May 1678, 25 Marc h 1679, 6 May 1679, 17 Septemb er 16 79 (at Westerly ), an d 4 May 1680. On 9 July 1679, he was a mong fo ur men, includ ing t he Governor and Deputy Governor , who supplied 18 pou nd s, 8 shillin gs in partial payment t o Mr. Arnold of 60 pound s the lat er paid to Cap t. Randal l Howldon and Capt. John Gr eene of Warwick on be half of th e Co lony. On 23 June 1681, t hese four petitioned the Gen er al Assembly for re payment o f the moneys they paid, which w as granted .
A "mr. Clarke" mentioned as holding 17 acres at Stony Riv e r in New po rt on behalf of John Alcock, deceased, for th e so n of the latt er in an i nventory dated 8 August 1677, m ay ha ve been Joseph Clark e, as he held la nd near Stony Riv er (se e above). In 1680, Joseph Clar ke of Newport was t axe d Ð1 13 s 3d. Mr. Joseph Clarke, "my loving friend ," was ma de an ov e rseer of the estate of Rev. Obadiah Holmes in th e wi ll o f the latter, da ted 9 April 1681. On 25 Septembe r 1685, Jos eph Cla rke, of Newport, and h is wife, Margaret , sold a 1/54 th part of Conanic ut Island, consisti ng of 8 9 acres, an d a 1/54th part of Dutch Island (w hich lies t o the we st o f Conanicut, or Jamestown) to Francis Brin le y of Newport fo r Ð10 0. This is the last official record o f Joseph Cl arke . He may have been m entioned with other ear ly church memb er s in a letter from Rev. Samuel Hu bbard t o John Thornton o f Providenc e, dated 19 December 1686.
Joseph Clarke left no will that has been found. In the wi l l of D r. Jo hn Clarke, dated 20 April 1676, Joseph Clark e i s said to have h ad two wi ves, his son John being by th e fir st. The will of Thomas Clark e, dat ed 28 July 1674, me ntion s Margaret, wife of his brother Joseph Cl ark e. An add endu m to the will of Thomas Clarke names the childr en of J os ep h Clarke that were alive on 19 December 1674: Joseph C lar ke , John Cla rke, William Clarke, Susannah (surname stru ck-out ), Mary ( surname struck -out), Joshua Clarke, Sarah C larke , Thomas Clarke, Kary ( Carew) Clark e, and Elizabeth C larke . Joseph Clarke may have had more ch ildren who di ed y oung , before 1674, or were born after 1674, although t he l at te r is unlikely. His death is recorded in the family B ib le he ld by t he descendants of his son, John.

Tobias Saunders of Westerly in his will, dated 9 August 16 8 8, mentio ns h is "cousin Joseph Clarke," probably the so n o f Joseph Clarke. Jose ph Cla rke Jr. was a neighbor and a ssoc iate of Tobias, who bade Clarke a nd Jo hn Maxson Sr. as sis t his widow as administratrix. As "cousin" w as oft en us ed t o denote a nephew, this would mean that Joseph Clark e' s f ir st wife was sister to Tobias Saunders. However, Josep h Cl ar ke Jr. w as also a true cousin to Mary (Peckham) Saun ders, T obias's w ife and daug hter of John and Mary (Clarke ) Peckham , and Saunders may ha ve been refer ring to him i n that sense.

Margaret Clarke, wife of Joseph Clarke, was mentioned in t h e wi ll of h er brother-in-law, Thomas Clarke, dated 28 Ju l y 1674, and Jose ph Clar ke is said to have had two wive s i n the will of his other brothe r, Jo hn Clarke, dated 2 0 Apri l 1676. Therefore, Margaret must have be en his s econ d wife . On 25 September 1685, Joseph Clarke, of Newpor t, a nd hi s w ife, Margaret, sold a 1/54th part of Conanicut Isl and, c o nsisti ng of 89 acres, and a 1/54th part of Dutch Is land t o Francis Bri nl ey of Newport for Ð100. Several secon dary so urces list her as Margar et T urner, but there is n o known ev idence to support this contention.

Joseph Clarke evidently came to Boston with his older brot h ers, Thom as a nd John, but he is not mentioned in any reco rd s of that town. He m ay ha ve come in the capacity of a se rva nt to his brother John, as was l ater n oted in a recordi ng o f his lands in Newport, Rhode Island. His br othe r, Dr . Joh n Clarke, was disarmed with others as associates of A n ne Hu t chinson at Boston on 20 November 1637. John and Tho mas lef t t he Massachu setts Bay Colony with the Coddingto n party an d were signe rs of the Aquid neck agreement on 7 M arch 1638 . Joseph Clarke first appe ars on the reco rd whe n he was adm itted an inhabitant of the Island of A quidnec k (at Po rtsmou th) on 24 January 1638/9, and again on 21 Fe brua ry 1638/9 . Howeve r, he soon left Portsmouth for Newpor t, newly fou nd ed by his brother, Jo hn Clarke, and others d issatisfied wit h the gov ernment of Portsmout h. He was admi tted an inhabita nt and made a freem an of Newport at a Ge ne ral Quarter Cour t held there on 17 December 163 9. He was p resent in t he Gen eral Court of Election held at Newpo rt o n 12 March 1640, an d w as listed on the court roll of fre em en on 16 March 1641 . He served on t he grand jury at a Quar ter Sessio ns Court a t Portsmouth on 1 December 16 41. He i s said to have be en on e of the original members of the Fir st Ba ptist Church of Ne wpo rt in 1644, and was certainl y a member in full comm unio n in 1648.
Sometime between March 1643 and 15 March 1644, Joseph Cla r k of Nupo rt h ad his lands in Newport, consisting of fift y a cres, recorded. His l an ds lay in several parcels, one o f th irty acres "lying beyond the mi ll bo unded on the Nort h by t he hie way to Sachuis on the East by Sto ny Riv er o n the Sou th by Robert Fields land," another parcel of 2. 5 ac res be tw een Mr. John Clark's farm and Thomas Clark's c ow pasture , a ho me l ot of 3.5 acres lying next to Mr. [Joh n] Clark' s swamp at the lot 's en d, a "cowes hay" or pastur e at the s outhwest corner of the harbo r, anoth er "cowes ha y" on the e ast side of Stony River, and one ac re of upl an d bounded b y "the Creeke & Thomas Clarks marsh, a way fo r t he bring in g forth of hay & bringing thruw cattle to Joh n Peckams ma rs h & Thom as Clarks marsh excepted." These lan ds, amounting t o 40 acre s, were boug ht by Joseph Clark fo r an unknown su m as evidenced by the t reasurer's re ceipt p roduced by him a t the recording of the land. (An or der iss u ed by the town o n 5 June 1639, divided all meadow lands w ith in Newpo rt a t a rate of 20 "Cowes meat" to 300 acres o f upland, so Jo se ph c an be expected to have given at leas t two or three cow s for h is land.) H owever, Joseph Clark e had an additional
ten ac[re]s more granted unto him by vertue of a certain e d onation g iv en by the sd Towne to certaine Servants th e sd J oseph being serv[ an ]t to mr John Clark w[hi]ch Ten n ac[re] s is layd forth in and w[i] th t he first p[ar]cel l of thirti e all w[hi]ch amounting to the No of Fi ft he ac[ re]s more o r less is fully Impropriated to the sd Joseph C la rk h is hei rs or Assignes for ever.
On 25 December 1644, Joseph Clarke deeded five acres JOSEPH CLARKE of Ne wp ort and Westerly, Rhode Island, was born in Newport, 11th February, 1 64 2; d. in Westerly, 11th January, 1727. He was a large land owner in Wes ter ly; was Town Clerk for thirty years ending 1700, was arrested and fin ed £ 10 by Connecticut Colony, but was reimbursed by Rhode Island Gener al Assem bly; Deputy to General Assembly 1698, 1700, 1702, 1704, 1706, 170 8; memb er Seventh Day Baptist Church 1676, and very prominent in its affa ir s; m. (firstly) Bethiah HUBBARD, b. 19th December, 1646, d. 1707 ( or 3d Ma rch, 1717); m. (second) Hannah (WEEDEN) PECKHAM.of meadow lyi ng on the sou twest side of the harbor in Newport to Robert Stanton of New port. His la nd is also mentioned in the record of highways laid out by Wi lliam Dyre, N icholas Easton, and Mr. John Clarke dated 15 February 165 4. O ne h ighw ay was laid out "from the Mill to Joseph Clarkes.. .towa r ds the great Com ons, and by the side of mr John Clarkes Joseph and Thom as Clarkes lan ds &c being on the east side the reof went the hie way... to mr Eastons Far me...downe to Stony River...and soe came into the Como ns at the Rocks.. ." On March 10, 1656/7, Joseph Clarke was granted a 1/ 5 4th share of the p urchase of Conanicut (later, Jamestown ) and Dutch Isla nds, and he also si gned on behalf of his brother, it being ordered "th at Joseph Clarke sha ll subscribe hereto in the behalf of his Brother M r. John Clarke in Englan d. " Joseph Clarke, of Newport, was also appoint ed to the perpetual counc il that would govern the affairs of Conanic ut at the time of the purchase.
In 16 May 1648, he was made a member of the General Court of Trials to r ep resent the town of Newport, and served on both the grand and petit ju ri es at Warwick on 30 June 1657. H is name appears on a list of the fre em an of the Colony, of Newport, in 1655. From 1655 on, he is refe rr ed to in the records of the Colony as "Mr. Joseph Clarke,"and was a com mis sioner for Newport at the Court of Commissioners held at Portsm ou th on 28 June 1655, at Newport on 19 May 1657, at Portsmouth aga in on 10 M arch 1657/8, at Providence on 17 May 1659, and once more at Por tsmou th on 23 August 1659 . He was made an Assistant (which appears to ha ve be en the same as commissioner) for Newport at the General Court of Ele cti on held at Warwick on 18 May 1658, and served in this capacity at a Ge ner al Court of Trials held at Newport in June 1658, at a meeting of the G ener al Counsel held at Warwick on 14 October 1658, at another General C ou rt of Trials held at Warwick on 16 October 1658, at the General Cou rt of E lection held at Providence on 17 May 1659 , at a General Cou rt of Trials h eld at Newport on 3 Marc h 1659/60, and at a meeting of t he Governor, Depu ty Governor, and Assist ants held at Newport on 25 Novem ber 1663. On 4 Ju ly 1657, at a General Court held at Warwick, Mr. Jose ph Clarke and three o thers were authorized to write a letter to Mr. Jo hn Clarke in England to r equest further judgment of the authorities in En gland in the charges of tr eason brought against William Harris by Roger W illiams. He was also chos en to form a committee with five others at a Gen eral Court of Commissione rs held at Portsmouth on 23 August 1659, to wri te a letter of thanks to M r. John Clarke, to review letters sent to the c olony regarding disputes wi th the "United Colonies , Massachusetts, or Pl ymouth," and to instruct M r. Clarke to take such matters before Parliame nt accordingly. The ta sk of opening letters and informing Mr. Clark e, as well as providing Clar ke with a commission from the Colony, was rea uthorized to Mr. Joseph Clar ke , allowing he was not an Assistant at t he time, and the others at a Gen eral Assembly held at Warwick on 18 Octob er 1660.
On 1 November 1661, Tobias Saunders, Robert Burdick, and Joseph Clar ke we re arrested for taking possession of lands of Southertown, in the Pe quot C ountry, under a warrant issued by the commissioners of the Gener al Cou rt of Massachusetts dated 25 October 1661 to the constable of South ertow n, Walter Palmer. However, Clarke "upon extraordinary occasion wa s, by t he Commissioners [of Southertown] and constable, set at liberty ." Southert own was the name given by Connecticut to the area called Misqu amicutt (lat er Westerly ) by the Rhode Islanders who were settling ther e. Saunders a nd Burdick were taken to Boston, where from testimony they g ave on 14 Nove mber 1661, it is learned that the Court of Rhode Island h ad allowed th em to purchase lands of the Indians there , and Burdick h ad "built a sma ll house there, upon the lot that layed out to him." "Jose ph Clark of Roa de Island, who was also apprehended in the company of t he two former perso ns , being all three in company, was released by the C onstable upon a ve ry urgent occasion." Clarke was the only one identifi ed as of "Road Island ," which indicates that he was a resident of the isl and of Roade Isla nd ( Newport or Portsmouth), and was not residing in Wes terly.
Joseph Clarke's name appears as one of the "purchasers and free inhabit an ts of our island, called Rhode-Island, and the rest of the colonie of P rov idence Plantations" in t h e charter granted to Rhode Island by Charl es I I, King of Great Britain, on 8 July 1663, and by order of this cha rt er he was appointed an assistant to the General Assembl y at New po rt on 1 March 1663/4. He served in this position again at meetin gs of t he General Assembly held at Newport on 4 Ma y 1664, in October 1 66 4, on 23 February 1664/5, and 3 May 1 665. He was not re-elected to th at p osition at the last meeting.
He appears to have had a son, whose name is not known, who was kill ed in 1 662 in unknown circumstances. At a General Court of Trials he ld at Newpo rt on 8 March 1663/4,
Upon accation of some debate in this Court Concearning the Death of a y ou ng neger sarvant to Mr. Benidict Arnold now govenor in the yeare 16 61 s oe Called and alsoe Concearning the Death of a son of Mr Joseph Clar ke n ow assistant in the yeare 1662 the Court declares themselves fully sa tisfi ed in the proceedings taken by the towne of Newport and the office rs ther of to the Enquiers after the Death of the parsones aforesd and th at the pr oceeding aforesayd wear e full y availeable sufficiente and unqu estonab le as to th e Clearing of all parsones from all maner of guilt Rel ati ng to th e Death of the parsones aforesd.
He appears to have lived in Newport for the rest of his life. Some histo ri es say he removed to Westerly, but a detailed study of the Rhode Isla nd Co lony Records shows that it was his son, Joseph, who was made a fre em an of Westerly in 1668, and appears there in 1669, 1671, and 1679. Jo se ph Clarke was appointed on 13 or 14 May 1667, to a committee by t he to wn of Newport to collect 155 pounds for the defense of that town a nd outfi tting the prison. He took leave of grand jury duty in 166 9: at a Cou rt of Trials held a t Newport , 10 May 1669, Mr. Joseph Clark e, who had be en selected by the town of Newport to serve on the grand ju ry , had not ap peared for his term, but considering "how much hee hath be en Imployed form erly and that in this Court his son Joseph w as prevayl ed with to Saply t he place of a grand Jury man. The Court doe Remitt t he aforesd Mr Joseph C larkes fine for not appearing." Mr. Joseph Clarke w as a Deputy for Newpo rt at meetings of the General Assembly held at Newpo rt on 6 May 1668, 28 O ctober 1668, 27 October 1669, 13 October 1670, 26 O ctober 1670, 25 Septemb er 1671 , 5 March 1671/2 , and 2 April 1672.
He was very active in the efforts of Rhode Island to thwart the des ig ns of Massachusetts and Connecticut to take the lands of the Narragan se tt region. On 20 Mar 1664/5, Joseph Clarke was among fourteen men ch os en at Pettasquamscutt to exercise the powers of Justices of the Pea ce or M agistrates for the Naragansett Country, or the King's Provin ce , by ord er of the King's Commissioners. On 2 May 1677, Mr . Joseph Cla rke was elec ted and engaged as an Assistant at a General Assembly and Ele ction he ld at Newport and was appointed to a Court of Justices of the P ea ce to be held in the Narragansett (or King's) Province on the 15 th of M ay for the speedy and peaceful settling of the inhabitants of th at regio n. He was an Assistant at the General Court of Trials held at New po rt on 7 May 1677, and shortly th ereafter took th e acknowledgeme nt of Tho mas and Liddia Burge of Newport on a sale of land in Dartmout h, Plymouth C olony, to Thomas Ward of Newport on 27 June 1677, in the cap acity of an As sistant. He was an Assistant at the General Court of Tria ls held at Newpo rt on 24 October 1677, 6 Ma y 1678, 23 October 1678, 17 M ay 1679, and 22 O ctober 1679 , and at General Assemb lies held at Newpo rt on 30 April 16 7 8, 1 May 1678, 25 Marc h 1679, 6 May 1679, 17 Septemb er 16 79 (at Westerly ), an d 4 May 1680. On 9 July 1679, he was a mong fo ur men, includ ing t he Governor and Deputy Governor , who supplied 18 pou nd s, 8 shillin gs in partial payment t o Mr. Arnold of 60 pound s the lat er paid to Cap t. Randal l Howldon and Capt. John Gr eene of Warwick on be half of th e Co lony. On 23 June 1681, t hese four petitioned the Gen er al Assembly for re payment o f the moneys they paid, which w as granted .
A "mr. Clarke" mentioned as holding 17 acres at Stony Riv e r in New po rt on behalf of John Alcock, deceased, for th e so n of the latt er in an i nventory dated 8 August 1677, m ay ha ve been Joseph Clark e, as he held la nd near Stony Riv er (se e above). In 1680, Joseph Clar ke of Newport was t axe d Ð1 13 s 3d. Mr. Joseph Clarke, "my loving friend ," was ma de an ov e rseer of the estate of Rev. Obadiah Holmes in th e wi ll o f the latter, da ted 9 April 1681. On 25 Septembe r 1685, Jos eph Cla rke, of Newport, and h is wife, Margaret , sold a 1/54 th part of Conanic ut Island, consisti ng of 8 9 acres, an d a 1/54th part of Dutch Island (w hich lies t o the we st o f Conanicut, or Jamestown) to Francis Brin le y of Newport fo r Ð10 0. This is the last official record o f Joseph Cl arke . He may have been m entioned with other ear ly church memb er s in a letter from Rev. Samuel Hu bbard t o John Thornton o f Providenc e, dated 19 December 1686.
Joseph Clarke left no will that has been found. In the wi l l of D r. Jo hn Clarke, dated 20 April 1676, Joseph Clark e i s said to have h ad two wi ves, his son John being by th e fir st. The will of Thomas Clark e, dat ed 28 July 1674, me ntion s Margaret, wife of his brother Joseph Cl ark e. An add endu m to the will of Thomas Clarke names the childr en of J os ep h Clarke that were alive on 19 December 1674: Joseph C lar ke , John Cla rke, William Clarke, Susannah (surname stru ck-out ), Mary ( surname struck -out), Joshua Clarke, Sarah C larke , Thomas Clarke, Kary ( Carew) Clark e, and Elizabeth C larke . Joseph Clarke may have had more ch ildren who di ed y oung , before 1674, or were born after 1674, although t he l at te r is unlikely. His death is recorded in the family B ib le he ld by t he descendants of his son, John.

Tobias Saunders of Westerly in his will, dated 9 August 16 8 8, mentio ns h is "cousin Joseph Clarke," probably the so n o f Joseph Clarke. Jose ph Cla rke Jr. was a neighbor and a ssoc iate of Tobias, who bade Clarke a nd Jo hn Maxson Sr. as sis t his widow as administratrix. As "cousin" w as oft en us ed t o denote a nephew, this would mean that Joseph Clark e' s f ir st wife was sister to Tobias Saunders. However, Josep h Cl ar ke Jr. w as also a true cousin to Mary (Peckham) Saun ders, T obias's w ife and daug hter of John and Mary (Clarke ) Peckham , and Saunders may ha ve been refer ring to him i n that sense.
